fad6761cf7 Fix implicit integer sign changes in strencodings (MarcoFalke)

Pull request description:

  This removes casts where they are nonsensical (ToUpper/ToLower) and adds them where needed. Then, remove the suppressions.

  Also, reduce static memory usage.
