Merge #12973: Avoid std::locale/imbue madness in DateTimeStrFormat

1527015 Avoid std::locale/imbue in DateTimeStrFormat (Pieter Wuille)

Pull request description:

  And replace them with just hardcoded ISO8601 strings and `gmtime_r`.
