Pull request description:

  Qt version bump is around the corner (#21376).

  As a preparation, this PR makes Qt static plugins/libs check code more correct, and easier to reason about.

  `configure` script log (for `HOST=x86_64-pc-linux-gnu`):
  - master (b4d22654fe):
