ConfigHeuristics_p.html: XHTML 1.0 Strict Changes

- added empty action tag to form
- replaced name tags with id (name is not a valid tag in XHTML 1.0 Strict)
- changed label for target (so now clicking on the labels also activates the checkboxes)
