We currently do this sporadically. Not only amongst packages, but across
OS's, i.e sometimes it's done for BSDs/Android, and sometimes not.
Configure with `--with-pic` globally instead. I think this generally
makes more sense, and should not have any downsides.

Add an option that when passed, will disable hardening options, and
pass `--disable-hardening` through to configure. Due to the way
we link libssp for Windows builds, they now fail (after #27118),
if building with depends, and configuring with --disable-hardening.

This change would add a depends opiton such that, if someone wants to
build with, for windows, without hardening, they can do so. This may
also be useful when building for debugging.
The *_compat headers are the deprecated / non-threadsafe versions of the
current headers. There's no need for us to ship them in depends. Prune
them are save the safe / nuke the possibility of them being used.
We don't use the deprecated headers now, and never should do in the
future, so there is no need for them to exist in depends.
The headers themselves are just full of includes for the newer headers.
This enables of the use of AI_* definitions in the Windows headers,
specifically AI_ADDRCONFIG, which fixes an issue with libevent and
ipv6 on Windows.
It also aligns with what we define in configure when building Core.
libevent uses getaddrinfo when available, and falls back to gethostbyname
Windows has both, but gethostbyname only supports IPv4
libevent fails to detect Windows's getaddrinfo due to not including the right headers
This patches libevent's configure script to check it correctly

By blanket passing --disable-dependency-tracking to all depends packages
we end up with some warnings like:
configure: WARNING: unrecognized options: --disable-dependency-tracking
So instead, only pass it to packages that understand it.

We use pkg-config where we can, which generally replaces libtool at a
higher level and does not have the same downsides as libtool. These
archives sit in our depends tree with no purpose and pollute the final
bitcoin build with massive overlinking.
Add a patch that seems to be necessary for compatibilty of libevent
2.0.22 with recent mingw-w64 gcc versions (at least GCC 5.3.1 from Ubuntu
16.04).
Without this patch the Content-Length in the HTTP header ends up as
`Content-Length: zu`, causing communication between the RPC
client and server to break down. See discussion in #8653.
