Update License in File Headers I originally created a pull to replace the "COPYING" in crypter.cpp and crypter.h, but it turned out that COPYING was actually the correct file.

Build identification strings All client version information is moved to version.cpp, which optionally (-DHAVE_BUILD_INFO) includes build.h. build.h is automatically generated on supporting platforms via contrib/genbuild.sh, using git describe. The git export-subst attribute is used to put the commit id statically in version.cpp inside generated archives, and this value is used if no build.h is present. The gitian descriptors are modified to use git archive instead of a copy, to create the src/ directory in the output. This way, src/src/version.cpp will contain the static commit id. To prevent gitian builds from getting the "-dirty" marker in their git-describe generated identifiers, no touching of files or running sed on the makefile is performed anymore. This does not seem to influence determinism.

Split MIN_PROTO_VERSION into INIT_PROTO_VERSION and MIN_PEER_PROTO_VERSION INIT_PROTO_VERSION is the initial version, after a succesful version/verack it is increased to a negotiated version. MIN_PEER_PROTO_VERSION could be a different value to disconnect from peers older than a specified version.

Add NODE_BLOOM service bit and bump protocol version Lets nodes advertise that they offer bloom filter support explicitly. The protocol version bump allows SPV nodes to assume that NODE_BLOOM is set if NODE_NETWORK is set for pre-70011 nodes. Also adds an option to turn bloom filter support off for nodes which advertise a version number >= 70011. Nodes attempting to use bloom filters on such protocol versions are banned, and a later upgade should drop nodes of an older version which attempt to use bloom filters. Much code stolen from Peter Todd. Implements BIP 111

Allow block announcements with headers This replaces using inv messages to announce new blocks, when a peer requests (via the new "sendheaders" message) that blocks be announced with headers instead of inv's. Since headers-first was introduced, peers send getheaders messages in response to an inv, which requires generating a block locator that is large compared to the size of the header being requested, and requires an extra round-trip before a reorg can be relayed. Save time by tracking headers that a peer is likely to know about, and send a headers chain that would connect to a peer's known headers, unless the chain would be too big, in which case we revert to sending an inv instead. Based off of @sipa's commit to announce all blocks in a reorg via inv, which has been squashed into this commit. Rebased-by: Pieter Wuille

Implement "feefilter" P2P message. The "feefilter" p2p message is used to inform other nodes of your mempool min fee which is the feerate that any new transaction must meet to be accepted to your mempool. This will allow them to filter invs to you according to this feerate.
